E. Jill Parlett (Co-Chair)

Jill is an Associate at Toffler Associates, a strategy and management consulting firm serving commercial and government clients. Before joining Toffler, Jill was an independent consultant supporting the International Network to Promote the Rule of Law (INPROL) www.inprol.org and the Study on the Training & Education of Complex Operations www.ccoportal.org at the United States Institute of Peace (UISP). Prior to USIP she served as the Federal Programs Manager at Telkonet, Inc. where she co-founded the government unit and managed the Navy Marine Corps Intranet and Department of State programs. She also has experience in international relief and development through her work at Lutheran World Relief and the Commission on Security and Cooperation in Europe. She serves as Co-Chair on the Board of Directors for Citizen International and as the Planning Director on the Board of Directors for the Junior League of Northern Virginia, a local non-profit. Jill has a Masters degree in International Security Studies from Georgetown University School of Foreign Service.

John currently teaches at the University of Baltimore where his research interests include evaluation research, multicultural dialogue and emerging practices of narrative and frame-based conflict intervention
s.  He currently teaches several graduate courses including Ethnic and Cultural Factors of International Conflict and Research Methods in Conflict Management.  Prior to joining the faculty at University of Baltimore, John taught undergraduate and graduate learning communities and courses in conflict resolution and interdisciplinary social sciences at George Mason University.  John began his work in conflict resolution as a court and community mediator fourteen years ago in Florida.  He holds a Ph.D. in Conflict Analysis and Resolution from George Mason University and a M.A. and B.A. in International Affairs from Florida State University.

Joe Lataille (Treasurer)

Joe joined USIP in 2004 as a Program Assistant with the Education Program working on Iraq, the National Peace Essay Contest, and the Summer Institute.  In his current capacity as a Budget Officer, Joe assists in the formulation, preparation, and execution of the Institute's budget.  Prior to joining the Institute, Joe served in the Peace Corps in Jordan where he taught English and conducted teacher trainings in various settings.  He spent two summers living in the West Bank as a researcher and English teacher during his undergraduate studies.  Joe is proficient in Arabic and has traveled extensively in the Middle East. He is currently working towards an MPA with a focus on non-profit management and governmental budgeting at George Washington University.  He holds a B.A. in International Relations with a Middle East concentration from the College of William and Mary.


Steffen Braun

Steffen is currently an editor in charge and consultant with ergo Communications and PR agency.  In this capacity he oversees the development of journalistic services on behalf of clients from the public sector.  Steffen also strategically consults German ministries and embassies in communication and media affairs in co-operation with Roland Berger Strategy Consultants.  Before joining ergo in March 2008, Steffen worked in the International Communications Department of Media Consulta where he conceived, developed and implemented international public relations and media campaigns on behalf of clients like the European Commission.  Prior to this, he served as a freelance journalist and as an independent consultant for the German development agency, GTZ.  Steffen has traveled extensively and is fluent in German, English and French.  He holds a Master's in Political Science and American Studies from the University of Mainz.

Jason P. Crosby, Esq.

Jason joined the U.S. Department of State in December 2007, and deployed to the Dhi Qar Provincial Reconstruction Team in January 2008.  From November 2006 to November 2007, Jason was in-house counsel at AIW, Inc. in Hyattsville, Maryland.  Prior to this, Jason worked in Post-Conflict Peace and Stability Operations at the United States Institute of Peace, and as a Senior Research Associate at the Public International Law & Policy Group.  He also spent two years living in India, working with Venkateshwara Hatcheries, LTD in Pune, India.  Jason received a J.D. from American University's Washington College of Law and an M.A. from American University's School of International Service, and earned his B.A. from Texas A&M University.

Vivienne O'Connor

Vivienne joined USIP as a rule of law adviser in the Rule of Law program, in 2007. Her focus at USIP is on criminal justice reform and rule of law training. She works on a number of related projects in Liberia, Nepal, and Afghanistan. Before joining USIP, she worked at the Irish Centre for Human Rights as its rule of law project officer and director of the Model Codes for Post-Conflict Criminal Justice Project, a project run jointly with USIP. She is also a senior fellow at the University of Melbourne Law School, where she teaches criminal law and development. She has worked as a consultant and a trainer for the United Nations and as a trainer for the European Commission Advanced Rule of Law Training Course. She has also taught at the University of Melbourne Law School and was an adjunct lecturer at the Medical School of the National University of Ireland, Galway, from 2003 to 2005.  Vivienne has published several articles on rule of law reform in academic journals and also coauthored several USIP publications. She holds a bachelor of civil law from the University College Dublin and a masters degree and a Ph.D. degree in international human rights law from the National University of Ireland, Galway.

Reza is an in
dependent consultant currently lending his talents to Community in Action in Rio de Janeiro, Brasil – an organization dedicated to improving the quality of live in one of Rio’s largest favelas.  In his capacity as an independent consultant, Reza assists banks that own mortgage-backed security portfolios to build proper accounting systems.  Prior to this, he spent three years as a financial and business analyst with Freddie Mac.  Reza was born in Tehran, Iran and immigrated to the US with his family when he was six.  He has always believed in supporting his community and has done so in a variety of ways, like mentoring underprivileged youth, coaching youth basketball, chairing the volunteer committee at Freddie Mac and, most recently, fundraising for and supporting Community in Action.  Reza holds a B.S. in Commerce with concentrations in Finance and Management Information Systems from the University of Virginia.

Natasha Sugathapala

Natasha is the Assistant Director of Fundraising and Development for the Florida Justice Association where she has been responsible for developing, coordinating and administering fundraising systems and statewide fundraising campaigns for the last eight years.  Natasha was born in Sri Lanka and lived in Zambia for eleven years before moving to the United States.  She has many philanthropic interests and is responsible for establishing the South Florida Tsunami Relief Fundraising Organization, which helps families in Sri Lanka who were affected by the Tsunami.  She holds a M.A. in Applied American Politics & Public Policy and a B.A. in International Affairs, both from Florida State University.
